BIS will be the international  part of the new Campus Kirkenes, a subsidary of Finnmark University College.
Courses offerend at BIS will cover topics connected to border-related issues and regional issues in the Barents region and will be targeted at both international and Norwegian students.
All the courses offered give general perspectives in Arctic areas.
The following programs will be offerend in the fall of 2007: a Bachelor in Business Studies (180 ECTS), a 1-year Tourism and Nature Guiding  program (60 ECTS) and a 1-year Norwegian Language Course (60 ECTS).
Kirkenes is a former mining town of 9500 inhabitants located at the border between Russia, Norway and Finland. Campus Kirkenes will become the third campus for Finnmark University College, which already operates in Alta and Hammerfest.
