Third Institute of Oceanography, State Oceanic Administration

The Third Institute of Oceanography of the State Oceanic Administration of the People’s Republic of China(abbreviated as TIO) established in November 25, 1959, is a national non-profit comprehensive research institute on marine science situated on the beautiful Xiamen City on the coast of the East China Sea. TIO has more than 470 employees, including 1 academician of the Chinese Academy of Engineering, 2 inductees of national “Hundred, Thousand and Ten Thousand Talents Project”, 3 inductees of Fujian provincial “Hundred, Thousand and Ten Thousand Talents Project”, 6 experts enjoying the governmental special allowance, 2 top talents of Xiamen City, 126 researchers and technicians with vice-senior or senior title, and 224 people with master or PhD degree, accounting for about 60% of the total employee. TIO is approved by the Academic Degrees Committee of the State Council for conferring Master degree in four fields. TIO trains PhD students jointly with Tsinghua University, University of Science and Technology of China etc, and has a post-doctoral work station; a total of 163 post-graduate students are now being educated in TIO. TIO has 4 large research areas, 16 research branches, 12 research departments (including 2 key SOA laboratories, the SOA Engineering Research Center of Marine Biological Resource Comprehensive Utilization, and the APEC Marine Sustainable Development Center). In its more than 50 years of development, TIO has answered the calls of the country and explored the frontier of the world marine sciences, and is now featured and leading in areas of marine biological technology and resource exploitation, marine-atmospheric chemistry and global change, marine ecosystem and environmental conservation, Taiwan straits and tropic marginal sea application, and etc. In the recent 5 years, the institute has implemented more than 700 scientific programs or projects, including “863 Project” Prgrams, “973 Project” Programs, NSF programs and National Key Scientific and Technological Projects. The institute has published more than 700 papers (400 SCI or EI papers) and more than 100 monographs and reports in marine science and technology, received 1 National Natural Science Award, 2 National Awards for Science and Technology Progress and more than 70 provincial or ministerial awards. The institute has applied and been authorized 106 patents. The institute owns a total land area of 63,000 ? in Xiamen, including a floor space of 34,000 ? of experimental and office buildings, auxiliary facilities, and living quarters, and boasting instruments and equipment with a total asset value of 200 million RMB, including 570 large marine investigation equipment and 46 large lab analysis systems; the Zhangzhou Marine Development Base by Reliance on Science and Technology covers a total area of 96,700 ?. The TIO has a library of 80,000 books and journals and publishes a core journal of Chinese natural science – “Journal of Applied Oceanography”. TIO is the host agency of the Sub-Committee of Biological Resources Development and Protection of the National Oceanic Standards Committee, and the Marine Ecosystem Committee of the Ecological Society of China. TIO has by far the largest gray whale specimen in China and a collection of more than 100,000 biological specimens and the National Deep-Sea Microbe Bank.
