The Norwegian Police University College (PHS) is Norway's sole institution for police officer education, with over 100 years of history. We offer bachelor, continuing professional development, and master programs. PHS staff engages in independent research and collaborates actively on the Nordic, European and international level. PHS contributes to the frontiers of police science and police-related fields of research, sharing best practices nationwide and internationally.
We welcome guest researchers, including phd-student, with topical interests that align with our research groups.
PHS’s competitive bachelor program attracts around 5.8 applicants per spot, with nearly equal gender representation. We also offer continuing professional development courses to over 3,000 students annually, including 150 students from European law enforcement agencies. These courses range in subject from hostage negotiations to Police mentor education. We have three master’s programs and several doctoral candidates doing research out our institution.
We have five campuses: Alta (decentralized bachelor education), Bodø (bachelor program), Kongsvinger (continuing professional development – operative policing), Oslo (main campus), and Stavern (bachelor and continuing professional development). Faculty across all campuses engage in research.
To enroll as a full-time bachelor student, Norwegian citizenship is required, and many professional development courses and master’s programs require employment in Norwegian law enforcement. PHS participates in international collaborations through Nordplus, Horizon, Erasmus+, FRONTEX, CEPOL. This ensures a global perspective on our education and contributes to best practices for public safety in Europe and beyond.
