Following a busy first day of UArctic meetings, including the largest ever gathering of Council members in the organization's history, UArctic Congress 2018 reaches full-steam with the official Opening plenary on Tuesday.

The meeting section of UArctic Congress 2018 concludes in the morning with the final session of the Council of UArctic, followed by a joint session for Council members, heads of institutions, and Thematic Network leaders. During this joint session, the final text of the UArctic Congress 2018 Declaration will be presented and endorsed by the participants.

Activity then shifts to the historic Maikkula Mansion, where attendees will be treated to lunch and cultural performances in a beautiful setting. The program will feature traditional Finnish folk dances and music, performed by the Polokkarit ensemble.

Returning to the University of Oulu, the official Opening of UArctic Congress 2018 is highlighted by opening speeches from Finland's Prime Minister Juha Sipilä, His Serene Highness Prince Albert II of Monaco, and Aleksi Härkönen, Chair of the Senior Arctic Officials of the Arctic Council. The Opening concludes with a panel discussion "Arctic Agenda 2030 – a Challenge?" moderated by UArctic President Lars Kullerud.

The day's events conclude with the Congress Dinner at Oulu Theatre.
