Pan-territorial collaboration aims to strengthen French-language postsecondary education across Northern Canada

Francophone organizations in Yukon, the Northwest Territories, and Nunavut are collaborating to create a pan-territorial postsecondary structure that expands access to French-language education and training, strengthens local capacity, and supports learners across Northern Canada.

Francophone organizations in Yukon, the Northwest Territories, and Nunavut are working together to expand access to French-language postsecondary education and training across Northern Canada.

The Association franco-yukonnaise, Collège Nordique, and the Association des francophones du Nunavut have launched a collaborative initiative to develop a pan-territorial postsecondary structure that will better serve francophones and francophiles across the three territories. While each territory has its own distinct context, the partners share a common ambition: ensuring that Northern residents can access high-quality education and training in French without leaving their home territory.

Access to French-language postsecondary education in the North remains limited by small population bases, high program development costs, and the vast distances between communities. Although the three partner organizations have strong experience in education, training, and community development, no single organization has the capacity to meet the full range of current and future needs across the territories on its own.

To address this challenge, the partners have been working together since 2023 to design a collaborative model that shares resources, expertise, and organizational capacity. The initiative is grounded in a shared governance structure, a common vision for French-language postsecondary education, and a commitment to maintaining a strong local presence in each territory.

Over the past three years, the collaboration has reached several important milestones. Partners have held strategic planning and co-creation sessions in Whitehorse, Iqaluit, and Yellowknife; signed a collaboration agreement; established a working committee to guide the development of the future structure; and secured funding from Canadian Heritage to support the initiative through 2027.

The partners have also advanced broader dialogue on education and community development in the North. In March 2025, they co-hosted a national symposium on leadership in diversity, equity, and inclusion, bringing together more than 120 participants from across Canada. They also organized the Pan-Territorial Summit on Lifelong Learning, which gathered more than 100 stakeholders from the education and community sectors. In May 2026, the partners finalized the governance model for the future pan-territorial structure in Yellowknife.

The proposed model would see Collège Nordique evolve into a pan-territorial postsecondary institution supported by three campuses in Whitehorse, Yellowknife, and Iqaluit by 2028. This approach would expand access to French-language postsecondary, vocational, and community-based education and training opportunities, while helping address Northern labour market needs and strengthening the vitality of francophone communities across the three territories.

Through working together, the three organizations are building a stronger foundation for French-language education in the circumpolar North. One that reflects the realities of Northern communities, supports local capacity, and creates new opportunities for learners to study, train, and contribute in French close to home.

This initiative is supported by funding partners including Canadian Heritage and the Regroupement des cégeps et des collèges francophones du Canada.
